The Office of Foreign Assets Control (OFAC) requires that all such travelers fill out a declaration to acknowledge that they are holders of a specific travel license for Cuba, or that their travel to Cuba is related to one of the following general license categories: Travel to/from Cuba is restricted for U.S citizens, U.S permanent residents and other persons subject to U.S jurisdiction.
